Out of country renters through charity

I recently got an application on a rental from a local charity group for a family that is moving from China to start their roots in the US. They speak no English, and will be supplied a translator from the charity group.

They have no SSN or Tax ID (Obviously), and I've asked to find out the reason for moving.

Has anyone ran into this? Does it sound like a con? The charity organization would be making the rental payments, and would have the utilities transferred in their name. I would include additional clauses in the lease about damages and liability.

The other applicant has a bunch of late bills and a very recent domestic charge, but has never been late 6 years on rent.

I would recommend you get familiar with your state's eviction laws. People who get temporary rental assistance typically have no way to pay market rent when it stops. And when it does, they rarely leave the property voluntarily, as they can't afford to go anywhere. They will also qualify for free legal aid to fight the eviction.

I evicted a tenant for this very reason. Eviction isn't cheap and it isn't fun, so be prepared for that experience as well.
