converting attic into rental apartments

Hi All,

I owe a building in Philadelphia, PA which is zone as mixed used commercial.  on file, the building is classify as 8 units(2 stores on ground floor and 6 apartments on top). there is an attic with high enough ceilings and i would like to convert the attic into two apartments or maybe one apartment.  there is enough space for either one.  someone told me the attic cannot be converted to living space in Philadelphia but I dont know if that is true.  anyone have experience with this in Philadelphia?  if yes, please share what is the process for converting the attic into living space?  the legal way of course.
