Baltimore Landlords

Any Baltimore landlords out there? I am looking at a few rehabs in the city that are cheap and in low income areas. Nothing new to me as I have houses like this in 2 other cities. I was wondering if this is a good city to invest in and are they landlord friendly? Do they require a c of o? Lots of permits to get these places rehabbed? Any other things I need to know?
