Income discrimination and Section 8

Hello,    I live in NJ and am getting ready to put my condo on the market for rent. 

I would like to set some strict pre-qualification criteria in order to get the best tenant possible.  

The state of NJ prohibits discrimination against section 8 voucher holders,   does this mean it is illegal to discriminate based on income altogether or only income type?
