property management in rural area

I am an investor in a small town in a rural area ( Jackson Ohio ).  Very busy with a full time job and my personal property management skills are not so great.  I have tried local realtors, and a few other individuals to manage my properties for me with less than stellar results.  I can find really good deals, but not good management.  Does anyone have any suggestions on how to find quality property management in small markets? I have struggled for years, and management is by far my weakest link.  Any suggestions or advice would be greatly appreciated!
