Multifamily with low rent

Hey guys my dad owns a multifamily (4 unit) in L.A and over the years the rent wasn't raised so the reality is the rents dont fit at all the areas rents and now we want to sell whats the best thing to do :

Vacant the tenants and then sell?or sell as-is?

The building is located in south orange grove Los angeles

tenant 1- over 20 years and paying 1265$

tenant 2- 2 years 1950$

tenant 3- 5+ years 1525$

the fourth unit is occupied by him.

All the rents around same comps are 2500$+
