Insurance not paying

My tenants had a shower leak with water damage to the walls 3 weeks ago. Tiles were a little moldy and adjacent walls were wet. Shower floor has tiles too. Ground floor unit. Mold present in adjacent wall trims. Insurance came and paid nothing clean denied. Shouldn’t they be paying for removing tiles and drywall to examine if pipe break is a cause? No leak when shower shut off. This is a 2001 built condo. Shower is in good shape overall. Allstate Insurance came and checked for 5 minutes and straight denied and told me to appeal. Shouldn’t they be paying for re-tiling, water damaged back boards etc? What is the condo insurance for? Master policy does not cover. Your thoughts?
