adding on to land parcel

I own 12 acres tied to my residence. A neighbor is paying taxes on 3 acres in flood zone adjoining my land. She says she will give me ownership if I take over taxes ($300 a year total). Would you say this would be an investment as it now enlarges my parcel to 15 acres?
Land value for development land is over $20k in my area.
