Tenant says no to roach spray
Tenant contacted me and complained that she has roaches and water bugs in her apartment. I spoke to my other two tenants below her who informed me that they do not have a roach problem in their apartment so problem is clearly this upstairs tenant.
I told her i would have a professional exterminator come to her apartment and have it sprayed. She told me that she did not want her apartment to be sprayed because her 20 year old daughter has asthma. Instead, she would like me to provide her with combat roach baits.
Is this asthma story a viable reason to decline my attempt to immediately resolve this roach issue? I want to resolve any roach issue as expeditiously as possible.

The tenant is upstairs and the downstairs tenants do not have roaches. Do you think these roaches fell from the sky or flew in her open window?
She is the source of the roaches. Tell her to contact a pest control company and deal with them and then set a time to inspect in a couple weeks. It's her fault so she needs to find the solution and pay for it.
And I highly recommend you visit the property and inspect all the units.
