Change garage door lock (tenant move out)

My tenants moved out. I am planning to change the normal door locks, of course, but what about the garage door lock? It's my understanding that the manual garage door locks cannot be rekeyed. Is it necessary to completely replace the lock system every time someone moves out?

If you gave them a key to it when they moved in, then I feel it should be changed. A little bit of money now could save a lot of head ache later.
