Got 30 day notice with my rent check due to new neighbors

I just got Nov rent along with a handwritten note that my solid tenants want to vacate. I get ahold of them and they have already found a new place and I was never given the chance to resolve. My current tenants say my new tenants below them are too noisy and they don't like the parking situation.

Toughest part is getting 30 days notice on the 4th and now trying to fill just prior to the holidays this time of year when its colder and raining. I cant resolve something that I don't know about, and the timing is hard to deal with. Does anyone else have this issue out there?

They can give a notice at anytime, but when a lease starts on the 1st, they have to give notice by the 1st in order to move out the end of that month. Otherwise, they can't (aren't supposed to) move out until the following month, if they want their deposit back. I don't know how it would hold up in court, though, since they probably sent it on Oct. 31 or Nov. 1. I'm not sure if the law looks at the time it was sent or the time it was received. 

With good renters you'd expect a little more courtesy in a situation like this. I have an "unwritten agreement" with a set of really good tenants that they'd give me a couple months notice if they were going to leave and vice-versa if I was going to sell. They'd only be moving if they decided to buy, so they'd be able to give that kind of notice.
