Tenant & City in Cahoots vs. Landlord

Laughing to keep from crying...here's a new way for the tenant and city to be in cahoots...somehow disable the automated electronic water meter!

Tenant dutifully pays off their final water bill. A month later, I sell the property and go down to city hall with the final meter reading. They tell me the electronic water meter was broken, and that my final bill was $150 for a month when noone was living there. Turns out they were estimating the tenant usage, and they never had a real reading until I showed up. Of course, noone ever told me the electronic meter was broke!

Ahhhh...another way for the landlord to hold the bag in the end.
