How to separate electricity use for a house that has a guesthous?

I'm buying a house that has a guesthouse but there is only one meter. I wound like to rent one it out, 

Questions

- Should I do separate meters and do I have to inform the utility company? 

- I bought this house with an owner occupied loan, I wonder if having two meters won effect me?
