Tenant moved out Georgia and owes two months rent .

Tenant moved out (Georgia )and owes two months rent and 2 months of fine for breaking lease early. Also he is not answering calls or emails. What course of action can be taken?

Go to court and get the (default) judgment. Find a collection attorney / agency who will be able to track the person down and find out where they are employed and what bank they use. They will file for the garnishment of wages or levy of bank account. Expect the attorney / agency to take 30%-50% of the recovered amount. If you get anything it is better than what you have now.
