Is it worth of buying C-D class small multifamily???

My partner and I are starting to build up our portfolio of rental properties. Finishing up building 2 A class duplexes.  At this time looking for small to medium multifamily property. On the market found 2 fourplexes for sale by the same owner, some rehab needed but nothing too crazy, numbers make sense it's turning out to be a good cash flowing property. Drove down there to check on it from the outside. Very poor and dirty neighborhood out of multifamily buildings, class C-D, couple vacant small apartment buildings in the area. Very skeptical about rent being paid on time and stuff like that if anyone has properties like that or bought in the past please let me know your opinion on this deal.
