Not getting deposit back when home is spotless?

I need a bit of help.

So me and my husband moved in to our townhouse November 2017. At the time when we moved in, my husbands cousins girlsfriends mom (will call her G) is the property manager. But as of now the cousin and the girlfriend have broken up. They also moved in to one of the townhomes a few months prior to us moving in. They have moved out now and Im pretty sure G is being petty towards us.

When we moved in they had put brand new carpet in, But the place needed little things like door handles on doors and to be cleaned (it wasn’t cleaned professionally because G had her husband do it to save money). We didn’t say anything because we were just happy to be moved in. So we fixed a few things up ourselves. In this year that we’ve been here, the dryer has broken and leaked on to our first story, we have had a leak in our roof, 2 celling fans have broke, and other little things here and there. I think G is kinda over us because we complain a lot about how crappy things are and G has to spend money to fix it.

So more on to the part I need help with. We paid $1000 deposit. When we move out this October, were pretty much hoping to get it all back. The carpet is perfect ( we don’t have pets and don’t wear shoes in the house) and im a clean freak and will clean that house very well before we leave. My husband talked to G the other day and asked her about our deposit, and G told him that we won’t be getting it all back (even tho shes never walked in our home) because they have to steam clean the carpet whenever a tenant leaves and clean the home.

Im 100% she wont steam the carpets or do any cleaning, she will just pocket the money because the cousins townhome was gross when they moved in as well and they actually had to use there own money to get the carpets cleaned.

Im just confused as to what my deposit is for? If she chooses to steam clean the carpet after every person, that’s not what my moneys for correct?
