Over Occupancy Muni Code

Hi, new to the forum so please forgive any mistakes. I purchased 8 four and five bedroom duplexes in Manhattan, Kansas a couple years ago. The city has a no more than 4 unrelated tenants muni code, but they issued a permit and tax the duplexes as 10 bedroom (5 to a side) they say that is ok because a family could live there. College town 70% of rentals are students. Have been brought up on over occupancy charges for allowing 5 people to live in a 5 bedroom house. Carry’s a 6 month jail sentence. Any suggestions if I can get around this legislation or attack it? I would think by determining if they are a family or not would open me up to a discrimination lawsuit. Suggestions?
