Dirt cheap property in an untapped market

There is a area that I noticed that has a lot of inventory. But know one is biting or buying. Is this something that I should be taking advantage of? Why or why not? Some things about me, I have never done the landlord thing before. I have some handyman skills that are average.  I figured whatever mistakes I make will be on a small scale. Instead of a first timer getting schooled by a bigger project any help and advice is welcomed.
