Which utilities should landlord pay?

Hello,

I am ready to rent out my first SFR in Pasadena, CA., and will be managing the property myself. Regarding who pays for which utilities, is there a standard approach or model in Pasadena. The yard is new and needs minimal, but regular watering so I am thinking I should pay the water bill. Does it make sense for the tenant to pay the other utilities (electric, gas, and refuse). I am hoping the City of Pasadena Water and Power will separate the water services from the rest of the bill and send the water bill directly to tenant? I will also be paying the monthly gardener fee.

 Would love your feedback and to know if my plan seems fair and standard.  Also, can anyone recommend a favorite link or website for newbies like myself (in addition to BP!).
