How to transferring utilities to tenants, including solar panels

We are considering converting our current home into rental property. How do I transfer utilities on to tenants name so they are responsible for utilities bills (water, garbage, pg&e). We live in Fremont, CA. 

In addition, we have got solar panels installed which we own fully (i.e. fully paid up front) so need some advice on what is the best way to structure a rental agreement. Several questions come to mind are:

1. usually with solar, PG&E sends an annual bill based on difference between electricity produced vs consumed for the year. How will this work when tenants can come in the middle of the year?

2. Tenants electricity bill will be obviously less due to solar and for which I have paid $11k up front cost. What is the best option for recovering some of these cost from tenants? Increased rent or someway to calculate net savings into cost?

3. Our solar provider is Mysolarcity (tesla). Is it possible to make tenant responsible for on-going maintenance or repair for solar and inverter or should that be our responsibilities as landlords?
