Income on application states "Grad Student Financial Aid"

I received an application for a veterinarian technician who is going to vet school.  The property is a single family house for $1200 per month.  The required verifiable income for the rental is $3600 per month.  Listed on the application is $2000 from work and $5,540 from Grad Student Financial Aid.  I have not done an income verification yet.  First question is would you accept this as income and if so, how do I go about verifying financial aid.  Some questions come to mind such as how much of their financial aid is going to pay for their classes and books, and how much is left over for living expenses?  I see red flags with this issue and should probably just deny them, but I wanted to get your feedback before saying no.
