Buying a problem tenant property

I may be putting in an offer on a duplex with long time low paying messy problem tenants. Is it ok, or ethical, to ask for the property to be vacant at closing? One tenant is month to month, but the other has 9 months left in her lease. I don't want to hold her for 9 months, I can see she's a problem already. If you have any ideas, let me know, thanks!

What value does your offer bring to the seller.... it's likely the seller doesn't want to deal wit the tenant either, hence the price. If you make them do the work, they're less likely to work a deal with you.

Now, if you deal w/ the problem yourself..... then your offer is more valuable...
