How to properly budget renovating one of your apartment units

A long time tenant in my apartment building vacated the space after 10 years and the space is definitely due for remodeling. Is there a system anyone goes by to properly budget their renovations for rental apartment units? Market rent for this apartment (2bed/1bath) in this neighborhood is between $2,400 - $2,800.
