Wow what now..

Long story short, Tenant on HUD, has 4 kids. rough ages 5,3,1.5,newborn, one of the oldest 2 kids put the 18 month old in the bath tub and turned on the water, its a single lever, with hot being all the way to the left, turned it all the way on, burning hot water, water heater backs the shower wall and instantly has hot water. Child was badly burned and has been in ICU at a burn unit about 2 hours away. Majority of tenants rent is paid by HUD, with the tenant responsible for 20%. This happened around 2 months ago, and I have not received the tenants portion of rent during this time as they are no longer working, and already always lived paycheck to paycheck with rent late sometimes. Tenant has no family here, and has no way to pay rent. Ive eaten her portion for 2 months, due to the circumstances, which is putting me in a bad spot as well due to short term note with HML, and me paying all the utilities, now HUD sent me a letter of cancellation without much info, called they said shes being investigated by CPA and kids look like they will be taken therefore her HUD will most likely going to be canceled since she wont have the kids. I really dont know what to do. Im a smaller investor, and stumped. At this point the mother is in another town, in the hospital with her child, I cannot bring myself to evict which would be what I need to do to keep this from being a long drawn out process, and could evict for non payment i believe, not sure since partial payment was accepted. I just really looking for some suggestions, some what would you do in this situation answers. Also have CPA looking into if I am liable for this since there were no scald protectors on the newly renovated faucet, personally i didnt even know they had scald protectors. Im just stressing out and running out of money which is making for a bad holiday season. Advise please!
