Landlording in Portland, OR

Hey everyone, I'm an agent in Portland, OR and I have a buyer purchasing a home in Clackamas county, Milwaukie area, that he is hoping to rent out the basement. There is a concern about the ceiling height in the basement not being high enough given how old the home is. Anyone know what the minimum requirement is for ceiling height in this scenario as a landlord providing a habitable space for a tenant?
