demands repairs be done but won't let us in to do them.

I have a tenant who wanted to move to a different unit when a tenant was evicted. We began renovations on the unit and it was taking a while. Our Tenant kept begging to move in before the winter weather got too bad and insisted that what was left was fine and they wanted in. WE LET  THEM MOVE BEFORE COMPLETING ALL THE WORK.

This Tenant transferred my changed lock to his old unit and rekeyed his old lock to the new unit. WHY I DONT KNOW BUT IT IRRITATED AND TROUBLED ME>

Said tenant has since only let us in once to  work on the unit and said he wouldn't allow our handyman to come again because they didn't like him. They only want my husband or the tenant to do the work.We used an excuse saying that the tenant could not do the work because of insurance reasons.  My husband works full time and helps with repairs to our house and a flip we are doing. We have offered on several occasions to come on a saturday or sunday to work and the tenant says we need to come during the week because he works overnights and needs to sleep ( I THE BUILDING OWNER WORK OVERNIGHTS THURSDAY THRU SUNDAY WEEKLY AND RAISE A FAIMLY AND VARIOUS OTHER ACTIVITIES AND I INCONVENIENCE MYSELF TO GET MY THINGS IN ORDER FOR SAID TENANT)

I don't know how to resolve this problem and complete the work needed (just trim, and a threshold. A new front door is needed as well but it has either been too cold to attempt replacing or too wet.A few other small odd items) At this point I'm getting nervous that my tenant will fake an injury because these jobs haven't been completed and sue me. He's a bit off.

How would you all handle this situation.
