Tenant is running a day care on weekends.

I own a 12 unit apartment community in Oceanside, CA. I rented a unit to a single tenant in Feb 2018. I've received reports that the new tenant takes care of her grandchildren every other weekend. Four children, between the ages of 1-9, arrive with the tenant on Fridays, and leave on Sundays. I've received multiple noise complaints, reports that the children can be heard screaming as early as 6:30am,  apparently this kids are extremely rambunctious through their entire stay on weekends. The units are 1 bedroom, 1 bath 630 square feet. The tenant works as a baby sitter, but did not tell me she would operate a business out of her home.  I want to approach with caution and not say something that may appear to sound discriminatory because of her grandchildren. However, I do pay the water (including the hot water). What are my options? Can i evict this tenant? I don't know if she is licensed to babysit. Can 4 children live in such a small apartment on the weekends? I am researching occupancy limits in Oceanside rentals. The children are not on the lease, at this point I'd describe it as , they live at my rental every other weekend. What are my options?

Tell her you have noise complaints due to the kids and if you get any more you may have to ask her to leave or be forced to evict. Let her know you will release her from her lease if she chooses to leave.

You need to stop th enoise or get rid of her.
