Illegal Aliens without lease

I co-own a property with ex husband for which I did a LIfe Estate for the former father in law (as part of divorce mediation agreement).  Man passed away and property must be sold, but when I checked the property there are illegal immigrants renting rooms.  They had a verbal agreement with the man.  I have no records of rent payments.  Seems like by the Fair House Act I cannot evict,  supposedly they have been paying rent on time.  What are my options?
