Requirements for buying section 8 property

I am considering a townhome occupied by a section 8 tenant with 10-yr history.  What is required of me if I purchased this property to become an s8 landlord?

And is it possible to obtain the previous inspection records?  Id like to know if the place has been just scraping by or usually passes cleanly.
