HOA refuses to provide documents

In order to get a rental license in my county you must provide documents on HOA headed notepaper showing you are up to date with your HOA fees.

Suppose your account is in good standing but the employee of the HOA's management company, responsible for providing that documentation refuses to do so. To complicate matters you are closely related to that person and there are difficulties in your relationship.

Assuming that reasoning with the responsible relative will not work. How would you handle this .
