Lease with utility option

We have a 15-unit complex and all but one is M-M. We are in the process of separating meters, but have a tenant that wants to extend his lease so he can present it to receive his driver's license. Can we start the lease with landlord responsible utilities, since we currently pay them and include verbiage giving us the option to turn over the utility to the tenant if completed prior to the end of the lease? If so, do you have a template we could go off of?
