Question about Credit Report

So I received a credit screening from a prospective tenant and it has some dings.  Overall score is 643 out of 850.  Not bad, not good, but applicant verbally told me their score was 700+.   The question I have is that there is a "Federal tax lien released" note with a filing date of 2014 and status date of 2016.  And there is an account listed as "Soc Sec Admin Office" (closed), but still showing as major derogatory (9) as of Jan 2018 with a balance of $48K.  Does this mean it's still being collected and late?  Is this fairly common?  Potential rental home is upscale and I have little experience reading these reports so I'm trying to being extra cautious.  Thanks!
