Tenant Income Standard

Between what I have read and what I have heard on the BiggerPockets' Podcast that a tenant needs to make 3x the rent, which I get. But where I am kind of confused on is where every person over 18 needs to be screened. So each person over 18 needs to make 3x the rent? How would a parent with an 18yr old child be handled?
