unauthorized tenants living in an enclosed porch

Renting for the first time and unfortunately not a good experience. There are 5 tenants on the application, however 7 people live there ( excluding kids). Not sure what my options are to ensure only the ones on the application are the ones living there. We have had talks with them and they promise they will move out, but nothing seems to be happening. In addition, one of them is living in an enclosed porch room with a little boy. That is a storage area and was advertised as such.  I am also very concerned with everyone's safety. That room is not heated, they use a small heater.... Fire, freezing... everything can happen.What should i be doing to get them to move out?
