Advice on non-communal utility issue

Hello BP Landlords!

Question.  I have my eye on a 4-plex in my area to purchase.  I've noticed it needs to be water-blasted (pressure washed) due to algae buildup (I live on Guam so our buildings are all concrete).  The 4 plex only has 4 water meters.  If I were to purchase, how would I go about water blasting or conducting any other maintenance that requires utility use (power/water)?  Am I at the mercy of the tenants and their allowing me to tap into their utilities for maintenance on the whole 4plex?  Is this a lease addendum type issue?  Thanks!
