Unique Tenant Inheritance Question

Hey all, 

I recently purchased a two family in Dutchess County, NY. The first floor has 2 unrelated tenants, who have their belongings in separate rooms. One of the tenants (Tenant 1) has given me his verbal commitment to move out by January 8th.The other tenant (Tenant 2) I have not seen or been in contact with (after many attempts). According to tenant 1, Tenant 2 has vacated the property. 

Tenant 2 still has a lot of belongings in their room, clothes, electronics etc. 


What legally are my options with Tenant 2? Can I begin removing their belongings based on the conversation with Tenant 1? Do I need to continue to contact them for a period of time before moving their belongings?

Do I just call my attorneys and let them handle it? 

Any and all advice would be much appreciated.
