How does one determine quality of schools for an area?

How does one determine crime rate? How is this measured and which amount would usually indicate a B or C class property?

@Ben M. Trulia.com has crime "heat maps" that seem to be pretty good.  

@Fred Heller is right about greatschools.org - it's my go-to resource.
