state transfer tax in MD

In the contract, it did not mention who should pay for state transfer tax and recordation taxes. The buyer is not a first home buyer. Who should pay for state transfer tax (MD)?
1) seller?
2) buyer?
3) seller pays state transfer tax and buyer pays recordation taxes
4)buyer and seller to pay equally
