Leases - Owner & Tenant or PM & Tenant?

Should a lease be between the Owner and the Tenant....or between the Property Manager and the Tenant?  For Liability reasons I'm thinking the owner would want it to be in the PM's name, but I feel that the PM would want the opposite.  Any help would be appreciated!
