Working with a Subsidy Program (Not Section 8)

Does anyone have experience working with a subsidy program?

I ask because I recently got an e-mail from a "case manager" of a subsidy program.

"Our program is called Rapid Rehousing for Families. Basically, we work with families coming out of the shelter. We pay security deposits and most of the rent up front, and gradually get our clients to take over their rent payments. We have an employment team to help clients improve income, although many of our clients are already working. The biggest risk for you would be if a subsidy ends and a client is unable to make payments, but this is rare because we try to ensure that clients are solvent before ending their participation in the program."

The rental property is in a lower income neighborhood, it is a duplex. This case manager wants to rent out the upper unit for his client. This duplex has owner-occupier neighbors that have kids and have expressed concern that previous tenants (not under my ownership) have been trouble makers.
