Oil heating on multi family

I am analysing couple of multi families (3 plex) built around 1920/1908 in C area. One of the major annual expense for owner is oil heating. One oil heater serves entire unit and Owner takes care of heating expense. 

Is it possible to meter the tenants for heat consumption? 

Wanted to hear what other owners  are doing in similar situation.
