Rent out garage loft in Charlotte, NC

Does anyone have experience renting out a studio apt above a garage in Charlotte? We are looking to buy a house within walking distance of the blue line and most houses in that area do not have garages. To fund building a garage we are looking at the possibility of building one with a loft that we can rent out. This is an area with no HOA so there wouldn't be any red tape from that end but I want to know if anyone has experienced pushback from Charlotte or Mecklenburg county.
