Hurricane Harvey and Rent

Im in area affected by Hurricane Harvey.  We do have electricity.  We have no water and the roads are seriously flooded and the roads out of town are closed or cross at heavy risk.  I have a few single family home rentals in the area as well.

1)  How does this affect the procedure on rent?  Do I charge my tenants rent if they are still occupying the dwelling? What if the evacuated and cant come back?

2)  I also rent a commercial location myself for a different business.  Am I obligated to pay my landlord for this commercial location??

3)  I have a vacancy but does not have water.  I should wait for water to be restored before renting it out??  There are many people here who have lost their homes and need a place to stay.

Any other suggestions in dealing with this disaster would be appreciated?
