How Do Landlords Make Money In Absolute War Zones?

How do landlords make money in war zones? I get that a large percentage of the rental population in war zone areas is likely Section 8. As a kid, I used to live in war zones (I'm originally from Flint, MI. Yes, that Flint MI) and know from experience that even some war zone area residents are responsible for their own rent.

I'm sure you have to deal with late rent. I'm really curious how you handle property damage, which is what is most visually obvious pain point in war zones. Between Little Johnny and his can of spray paint and Big Johnny punching holes in drywall every time he gets mad -- that's got to add up.

Is there even a vetting process worthy of the name when signing up new tenants? How do you make money in these situations?
