Can the city force me to continually do home improvements?

I own a quadplex in San Bernardino, and I've been recently getting a lot of attention from the city and their code enforcers requiring me to do a lot of home improvements per their guidelines. I've complied with a lot of the improvements that they needed such as fixing the lights, chaining up the AC's, and forcing my tenants to register their cars for one. Their reasoning is that they're doing a hard push toward raising the quality of the city in that particular area as that area is considered a bit more challenging. I understand their reasoning, and by no means am i against the idea of a better living standards for the people in that area, but some of their new requests of maintaining the lawn 24/7 and no trash on the premise can be a bit taxing to enforce with the particular grade of tenants i have in that area. I just wanted to know if anyone had any experience with these type of situation? Should I push back on the city? I've complied on all their requests thus far but its getting really expensive. Any advice is appreciated. Thanks
