Help with evicting tenant ....."CEO office" ?

I have a tenant who is a real thorn in my side. I inherited him. He is always late. Doesn't drive because he couldn't afford to keep his **** box on the road. He owes the utility company money. He lost his job last month and has been MIA since when he paid me his past due rent for July on the 22nd. Since then he has not paid his rent due on the first of august. I've served him a 10 day notice to quit. He finally is answering and telling me about this organization called the CEO office in Wilkes barre PA. That they offer assistance and will pay his rent. His eviction notice is up on Monday. He sends me a form to fill out to send to this CEO office. It has a W-9 on it and wants a bunch of personal info. Any suggestions ? Evicting this guy is going to be a pain. He has nothing. No money. His crap car is in my parking lot. If I evict him I'm going to have to have him forcibly removed and then get all of his crap out of the unit.

CEO ("Commission on Economic Opportunity") is a legit non-profit. They do a lot of good work in the area and they do offer help with rent to certain folks. Whether CEO will help this particular tenant will depend on his exact situation. They look at various factors to make the determination. The fact that he recently had a job could potentially help him since my understanding is that CEO likes to help folks who have a work history. That said, you don't need to accept payment from CEO. Based on your history, you might be better off just evicting this particular tenant. 

Now I assume you meant this figuratively, but you don't do the "forcible removing." That's done by the sheriff. 

You will likely need to remove some of his stuff but you'll also need to comply with the law when doing so. You can find the relevant terms in the Landlord-Tenant Act. 

You may want to just do a keys-for-cash approach. The CEO does help with security deposit payments as well, so perhaps keys-for-cash + help from CEO will be enough to get this tenant out peacefully. 

If you decide to evict the person and if you haven't done it before, you may want to work with an attorney to help you through the process. I don't have any interest in handling evictions but I can put you in touch with other lawyers in town that could help. Good luck!
