Who Gets The Security Deposit Refund?

So, I have a non-married couple who are at the end of their lease and one party wishes to leave the home and the relationship. The other party may wish to remain in the home and renew for another year. Assuming I decide not to offer a renewal to either party or the solo party doesn't qualify on their own and our inspection finds that a full refund of the security deposit is due - to which party does it belong? There's now hostility in the relationship and both may attempt to claim the funds as their own.
