Section 8, begin lease before construction to create duplex

I have recently bought a house and I am going to convert the basement into a separate apartment. Am I rent the upstairs separate from downstairs with the expectation that the downstairs will be turned into a separate unit and not part of the original lease? I have it listed and I have had someone with a section 8 voucher approach me that is interested. Assuming I choose those applicant, is it possible to accept section 8 in this way?
