Apartment complex rent

I have a friend that lives in a apartment complex, after a new management group took over they lowered the rent. My question is it legal to lower rent on the new tenants and not offer the same rate on the old tenants when their contracts expire and they go to resign under the new contract? He told me he had lived there for almost three years and he pays 150 dollars more for the same three bedroom then he next door neighbor.
