Changing to Section 8

Hey, I took over a property for a friend who is moving across country. Given its location, I believe it would be best to make it section 8 housing. 1) How do I decide if it is the best choice? 2) How do I go about this process? 3) How do I best screen for tenants in section 8? 

I would greatly appreciate any advice I can get.
